
DESCRIPTION
Madison Community Services is a Toronto-based non-profit delivering supportive housing and mental health case management to over 500 individuals annually. This project seeks First Mile funding to advance the development of 14 units of permanent affordable and supportive housing at 987 Dundas St West in Toronto. The project will serve individuals experiencing homelessness, mental health challenges, and housing instability through a Housing First, trauma-informed, and harm reduction model. The site is located in a well-serviced urban area with access to transit, healthcare, and community supports. Funding will support critical pre-development activities, including architectural design, planning approvals, permitting, and project coordination. This investment will accelerate project readiness, enabling Madison to secure construction financing and deliver high-quality, deeply affordable housing that improves long-term stability and reduces reliance on emergency systems.

Affordability Framework
All 14 units will be deeply affordable, with rents set at or below 80% of Average Market Rent (AMR), with a portion delivered as Rent-Geared-to-Income (RGI) for individuals with very low incomes.
This ensures long-term affordability for individuals experiencing homelessness while aligning with City of Toronto and federal affordability requirements.

Funding Required
Requesting $500,000 in First Mile funding to support pre-development costs, including architectural design, planning approvals, permitting, and project coordination. Human Impact Story
A client in our program experienced long-term homelessness and frequent shelter use due to untreated mental health challenges. With access to stable supportive housing, they were able to engage in care, improve their health, and rebuild independence. Expanding housing at 987 Dundas Street West will allow more individuals to achieve similar stability and long-term outcomes.
