DESCRIPTION
This project will provide critical financial assistance and system navigation for individuals and families experiencing housing instability, with funding focused on rent, damage deposits, utility arrears, and connecting to other services. By addressing these immediate financial pressures, the program will help prevent evictions, maintain existing tenancies, and secure new housing for those at imminent risk of homelessness. In addition to housing supports, the project contributes to overall well-being by reducing some stressors; allowing clients to redirect limited income toward other essential needs such as food, transportation, and employment-related costs. These combined supports will assist individuals maintain stable housing while working toward stable longer-term independence. The importance of this type of program is especially evident in rural communities, where low-income housing availability is very limited, rental options are fewer, and access to support services can be more challenging.

Funding Required
We are requesting $42,000 annually over a three-year term (total $126,000) to support the delivery of a Tenant Stability Fund program. Funding will be used primarily for direct client supports, including short-term rent supplements or rental subsidies, emergency financial assistance to prevent eviction, utility arrears and other housing-related costs, first month’s rent and damage deposits, and move-in or relocation expenses. In addition, funds will support wraparound tenant stabilization services to help individuals maintain long-term housing. Up to 15% of the total budget will be allocated to program operations and administration. Funding is required by the program launch, with the program expected to be operational by end of September 2026.

Use of funds
The requested funds will be used to establish and operate a Tenant Stability Fund that provides flexible, timely financial assistance to individuals and families at risk of housing instability or eviction. Funding will support short-term rent supplements, emergency financial assistance, utility arrears, and other housing-related costs, as well as first month’s rent, damage deposits, and relocation expenses to help secure or maintain safe housing.
In addition to direct financial supports, the program will provide wraparound tenant stabilization services, connecting participants to case management, community resources, and ongoing supports to promote long-term housing stability. A portion of the funding (up to 15%) will be allocated to program administration and operations to ensure effective delivery.
The expected impact of this funding is a reduction in evictions and homelessness, improved housing stability for vulnerable residents, and increased ability for individuals and families to maintain or secure safe, appropriate housing. By addressing both immediate financial barriers and underlying support needs, the program will contribute to stronger, more resilient communities.

A client who had previously accessed multiple community services found herself facing an unexpected eviction, leaving her at risk of homelessness. With limited supports available and increasing financial pressure, she reached out for assistance during a critical time.
Our team was able to step in quickly, providing financial support for her first and last month’s rent, securing stable housing. In addition, we supported her in finding employment, helping her regain a steady source of income. To address immediate needs, we also assisted with food supports to reduce food insecurity during the transition.
With stable housing, employment, and access to basic necessities, the client was able to regain independence and move forward with confidence. This outcome highlights the importance of timely, coordinated supports in helping individuals overcome sudden crises and rebuild stability.
