DESCRIPTION

Inuka Community Inc.is implementing a proactive Housing Stability model guided by its Belong–Build–Thrive framework to prevent eviction before it occurs. Through structured case management and coordinated partnerships, risks are identified early and addressed before they escalate. Building on a 2024–2025 tenant support pilot funded by the Foundation for Black Communities, Inuka demonstrated strong demand and measurable outcomes in financial stabilization through emergency savings and credit building, and tenant readiness through employment and access to community services, including testing a culturally familiar rotating savings model. The Inuka Tenant Stability Fund will provide direct supports including rental and arrears assistance, emergency crisis relief, and flexible stabilization funding. This funding will enable Inuka to continue and expand this work while reducing repeat risk and strengthening long-term housing stability.

Affordability Framework

The project follows a mixed-income affordability approach, with a combination of deeply affordable units, Rent-Geared-to-Income (RGI), and units priced at or below 80% of average market rent. About 30 of the 72 units are deeply affordable, supporting households with the highest needs, including those accessing Rent Assist or Employment and Income Assistance. The remaining units are a mix of moderate and market rents, helping to maintain a balanced and financially sustainable community.

We are intentionally creating a diverse community, including seniors, with four fully accessible units. While not every household will require support, services are available to all on a needs basis, ensuring residents can access support when needed while maintaining independence.

Inuka Community Inc. is requesting $150,000 in grant funding to provide direct tenant supports, including rental and arrears assistance, emergency crisis relief, and flexible stabilization funding. This represents approximately $1,770 per household across 72 households. Up to 15% of the funding will be allocated to administration and operations to support program delivery, tracking, and reporting. During lease-up, a portion of funds may also be used for move-in supports, such as deposits or transition-related costs where needed. Funds are required by June 2026 to align with program implementation.

The requested funds will be used to support tenants who are going through short-term financial challenges. This includes help with rent or arrears, emergency crisis support, and flexible funding to respond when unexpected situations arise. The goal is to step in early so that small issues do not turn into larger problems that could lead to eviction.

Some funds may also be used during lease-up to support move-in costs, such as deposits or other transition needs, helping households get off to a stable start.

With this support in place, we expect to see fewer evictions, stronger tenant retention, and more stable households overall. Over time, this approach will help reduce the need for repeat emergency support and support longer-term housing stability.
